Fadullon is the Director of Planning & Development, a cabinet level position in the City of Philadelphia. Her department promotes well-planned neighborhoods with engaged residents, affordable housing options, protected historic resources and public art. She has 30 years development experience in both the public and private sectors. Fadullon has developed affordable, mixed-income, market-rate and mixed-use projects.
Senior Vice President of Community Investment, Philadelphia Housing Development Corporation
Heller is a practitioner and author in the fields of community/economic development and urban policy. His group at PHDC has invested over $107M since 2016 to produce and preserve over 2,200 affordable housing units. During Covid-19 his team built the system and infrastructure, from the ground up, to deliver over $60M in emergency rental assistance.
President & CEO, Philadelphia Housing Development Corporation
Thomas oversees PHDC’s three lines of service – home improvement programs, community investment, and land management – and the financing of affordable housing production and preservation. In 2019, Mr. Thomas led the consolidation of the staffs and missions of the Philadelphia Housing Development Corporation, Philadelphia Redevelopment Authority, and the Philadelphia Land Bank into one agency – PHDC – to provide comprehensive management of Philadelphia’s community development initiatives.
